IHC contempt proceedings
Islamabad High Court has initiated IHC contempt proceedings against the Member Estate of Capital Development Authority Zaman Wattoo. Also, he failed to appear before the court and cited illness. He has been directed to submit a reply within seven days, and the hearing has been adjourned for one week.
IHC Contempt Proceedings Reinforce Respect for the Court
A single bench headed by Chief Justice Sardar Muhammad Sarfraz Dogar rejected the request for an unconditional apology during the hearing. Wattoo appeared with his counsel, CDA lawyer Nazir Jawad, and the court stated that the contempt case would be handled first, with the main petition to follow.
Arguments Raised During the Hearing
The court noted that Wattoo had earlier appeared before another court while failing to attend its own hearing. His lawyer said the official had not claimed to be ill and had gone to the other court because he expected to be free sooner.
Counsel for the petitioner, Hasnain Theem, alleged that Wattoo had cited illness before the IHC but had accompanied the CDA chairman, with his protocol team, when the chairman was summoned elsewhere. Justice Dogar questioned whether the court’s earlier order had been incorrect and expressed displeasure over the lack of due respect, even though Wattoo has completed 60 years of service.
Accountability and Institutional Discipline
The court also directed the prosecutor to appear fully prepared at the next hearing. This signals that proceedings will move forward in an orderly way and that officials are expected to treat court summons with full seriousness.
