Waheed Yousaf administrative units were the focus of an exclusive interview with Radio Pakistan correspondent Qasim Bukhari, in which the renowned analyst called for more units and the devolution of powers to the grassroots level. The aim, he said, is balanced development across the country.

Waheed Yousaf Administrative Units Call For Balanced Growth

He said the 18th Constitutional Amendment was a huge milestone in the history of Pakistan as it transferred powers from the federal government to provinces. He said financial and administrative powers should also have been devolved to district and union council levels.

Local Government And The Little Things

These new administrative units will enhance local governance and boost economic and administrative autonomy, said Dr Yousaf. They would also allow people to solve everyday problems without having to go to the provincial capitals.

Local officials know the local needs, so services closer to the citizens are faster and more responsive. Pakistan’s federal structure has already demonstrated its ability to change through reform, and a further step towards the grassroots would build on that record.

Balochistan’s Provincial Priorities

The success of the polio drive, from its planning, vaccinators, and public trust, is heavily dependent on community cooperation, while the community-led housing fund restructuring aims to deliver resilient homes to families.

Infrastructure and security go hand in hand. Recent reports include determination to protect infrastructure and growth; a military leadership message on protection of development; resumption of train services after the three-day suspension.

Devolution: Designing Policies For Success

The main policy question becomes: how do we create new units without adding cost or confusion? Well-defined criteria for population, geography and service needs, as well as predictable funding formulas, would help each unit operate from day one.

Training local staff, transparent budgeting, and regular audits would help citizens trust the new structures. It could be implemented first in districts with good administrative capacity and producing results before it is adopted nationwide.
