Federal Government Imposes Governor’s Rule In Khyber Pakhtunkhwa

Governor’s rule Khyber Pakhtunkhwa

Governors rule Khyber Pakhtunkhwa was set in motion when President Asif Ali Zardari signed a proclamation on Sunday, on the advice of Prime Minister Shehbaz Sharif. The proclamation imposes a state of emergency and states that the provincial government could no longer function in accordance with the Constitution.

Governors Rule Khyber Pakhtunkhwa Takes Effect

Law Minister Azam Nazeer Tarar said the fundamental grounds are law and order, the fight against terrorism and the protection of innocent people. The proclamation cites attacks of unprecedented violent intensity, and the Pakistan Institute for Conflict and Security Studies recorded 1,232 attacks nationwide in the first nine months of 2026.

How the Province Will Be Administered

Governor Faisal Karim Kundi will take over the functions of the provincial government, assisted by an 11-member advisory council. The army, already deployed in the province, is expected to help maintain law and order, while Parliament takes over the powers of the provincial assembly.

A separate order creates a secretariat for 12 designated districts, mostly in the former tribal areas along the Afghan border. Interior Minister Mohsin Naqvi said no province has been divided and that these war-hit districts need more funding and focus.

Parliamentary Oversight and the Road Ahead

The emergency must be approved by both houses of Parliament within 10 days, by 21 October, and sessions have been called for Tuesday. It must also go before a joint sitting within 30 days, while governor’s rule under Article 234 can be extended in two-month steps up to six months.

PTI has rejected the move, and chairman Gohar Ali Khan said it will be challenged in the courts and the assemblies. Legal expert Hassan Abdullah Niazi noted that the assembly and chief minister are not permanently removed and must be restored once the emergency is lifted. Clear timelines, transparent evidence and a prompt return to elected governance would strengthen confidence in a constitutional process aimed at protecting citizens.
