The Election Commission of Pakistan (ECP) has laid out a Comprehensive Code of Conduct for the upcoming General Elections in 2024, aimed at ensuring a fair and Democratic Electoral Process. The Code Highlights several key Principles that Political entities Candidates,and their agents must adhere to in order to Maintain the integrity of the Electoral System.

One of the key Provisions of the Code emphasizes the avoidance of actions Prejudicial to Pakistan’s interests. This includes Prohibiting High-ranking Officials with the exception of senators and local Government members from engaging in Campaign activities to ensure Peaceful and orderly Polling.

The Code also addresses issues Related to the ethical Conduct of Political entities and Candidates. It explicitly Bars the expression of views or engagement in activities that undermine Pakistan’s ideology, sovereignty, integrity, or security. Additionally, actions detrimental to Morality, public order and the judiciary are Strictly discouraged.

To Promote a level Playing field, the Code Prohibits the offering of Gifts, Gratifications, or inducements to influence Candidacy, Withdrawal, or retirement from the election. Any violation of this Provision will be treated as a Corrupt Practice.

A notable aspect of the Code is the emphasis on Gender equality and Women’s Participation in the Electoral Process. Political Parties are required to encourage and not discourage men, women and transgender individuals from becoming candidates or exercising their right to vote.

The Code also addresses issues Related to Election Campaigns, including a ban on the display of Weapons and firearms During Public meetings and Processions. Contesting candidates and their supporters are urged to avoid incitement to violence and to condemn any form of violence or intimidation.

Furthermore the Code restricts the Participation of High-ranking Officials, including the President, Prime Minister and others in the Election Campaign. This Provision also applies to the Caretaker Setup.

On the Polling day, political parties, candidates, and election agents are expected to cooperate with election officials and law enforcement agencies to ensure peaceful and orderly polling. District Returning Officers, Returning Officers, and District Monitoring Officers are entrusted with the responsibility of ensuring the implementation of the code of conduct in their respective jurisdictions.
