Bangladesh Cricket Board rejected the idea of playing Asia Cup matches in United Arab Emirates, as their players are not ready to play the matches in UAE due to hot weather in September when the Asia Cup is scheduled.
Asia Cup 2023 is going to be held in September in Pakistan, but as India is not ready to visit Pakistan due to security and political reasons. Pakistan Cricket Board presented the idea of Hybrid model but BCB is not ready for it.

Hybrid model means some of the matches will be played in Pakistan and remaining matches with India including final will be played in neutral venue. PCB selected UAE as neutral venue but BCB is not happy with the venue.
BCCI against Asia Cup in Pakistan
It is worth mentioning here that Board of Cricket Council of India is trying to move Asia Cup out of Pakistan but PCB is not interested in giving up hosting rights as it would affect the efforts of country for return of international cricket.
PCB also offered two other options in hybrid model, in first option, India will play their matches at a neutral venue while all other matches will be played in Pakistan.

In second option four matches of group stage in the first phase will take place in Pakistan, and second phase of Indian matches will be played at neutral venue. However this idea of PCB is still pending by ACC.
