The federal Government defends Governors rule in KP, together with the emergency, under Articles 232 and 234 of the Constitution. It describes the step as a necessary security measure against terrorism rather than a politically motivated move.
Government Defends Governors Rule as a Security Measure
President Asif Ali Zardari signed the proclamation after the federal cabinet recommended intervention, citing the provincial government’s deliberate disengagement from anti-terrorism efforts. Deputy Prime Minister Ishaq Dar said the action targets the rising menace of terrorism and is not meant to score political points, a position also covered in PM Accuses KP Government Of Undermining Peace Efforts.
Parliamentary Backing and Coalition Consensus
Both the National Assembly and the Senate passed resolutions endorsing the proclamation, giving the decision clear parliamentary support. Prime Minister Shehbaz Sharif also met ruling coalition allies, including MQM-P, PML-Q, BAP and IPP, to build consensus, and noted that the Centre had tried to avoid this step.
Law Minister Azam Nazeer Tarar stressed that Governor’s rule is a legal constitutional provision distinct from martial law. He pointed to the PTI’s confrontational long march plans and its lack of cooperation, while the historical record of such measures is outlined in KP’s History Of Governor’s Rule Highlights Repeated Constitutional Crises.
Opposition Response and the Policy Challenge
PTI leaders and Chief Minister Sohail Afridi, who was placed under preventive custody, condemned the takeover as unconstitutional and said it dismantles a popular mandate. The party plans to challenge the decision in the Peshawar High Court, which gives the dispute a lawful route for resolution.
Security analysts report that banned groups such as the Tehrik-e-Taliban Pakistan have sought to use the political dispute for their own propaganda. Judicial review, transparent evidence and a clear timeline for restoring elected governance would help keep the focus on protecting citizens and strengthen confidence in Pakistan’s constitutional process.
