Pakistan is strengthening its approach to Pakistan disaster management by using technology, integrated data systems and early warning mechanisms to move from reactive responses towards proactive preparedness, and the National Emergencies Operation Centre (NEOC), operated by the National Disaster Management Authority, provides continuous monitoring of weather and environmental risks to support faster decision-making.
The NEOC works alongside the Next Generation Technology system and Global Risk Hub to improve forecasting and risk assessment; all of these platforms support monitoring of climate threats including glacier retreat, water scarcity and extreme weather, while also creating opportunities for international cooperation and knowledge sharing.
Early Warnings Support Pakistan’s Climate Resilience
Pakistan has also expanded anticipatory action programmes designed to provide support before disasters cause widespread damage. Partnerships involving organisations such as the World Food Programme and FAO have helped develop systems that can identify vulnerable communities and prepare assistance ahead of events such as floods and severe storms.
The approach can reduce pressure on emergency services while helping vulnerable households prepare before a crisis develops. Pre-disaster assistance, early warnings and improved local coordination provide communities with greater capacity to protect livelihoods and essential assets.
UN Recognises Pakistan’s Proactive Disaster Management
The country’s evolving disaster management model received international recognition during United Nations Secretary-General António Guterres’ visit to the NEOC. Guterres praised Pakistan’s shift towards proactive and technology-driven disaster preparedness and indicated that elements of the model could have wider international relevance.
Pakistan’s National Disaster Risk Reduction Strategy 2025–2030 further provides a policy framework for reducing losses from floods, extreme weather and other hazards. By combining technology, early warnings, anticipatory action and coordinated planning, Pakistan is strengthening national climate resilience while developing systems that could support more effective disaster management in the future.
