Govt Launches New ‘Asaan Scheme’ for Small Shopkeepers – Eligibility Rules, Annual Income Limits & How to Register

The Federal Board of Revenue (FBR) program aims to increase participation in the formal economy through the Asaan Scheme Pakistan, replacing complicated tax procedures with a simplified system.

Fixed Tax System Asaan Scheme To Bring

The eligible businesses under the new regime will pay a flat tax of 1 percent of annual sales or turnover. The simplified structure relieves traditional income tax assessment burdens and offers more clarity for small business owners.

The initiative is in line with Pakistan’s efforts to enhance ease of doing business and support the growth of the retail sector.

Small Businesses Eligibility Criteria

The scheme is for shopkeepers, retailers and traders operating physical business premises. Businesses with annual sales or turnover of not more than PKR 200 million are eligible to participate.

The program is voluntary and aims to simplify tax compliance for small businesses. Generally, the scheme does not include pushcarts, kiosks and very small unregistered street vendors.

Simplified Registration Procedure

To make it more accessible, the Federal Board of Revenue has introduced convenient registration options. Registration is now open for eligible businesses at:

  • FBR e-portal
  • Apps dedicated to
  • FBR facilitation centres
  • Tax advice centres

Applicants have to fill out a simplified one-page declaration form, which is often available in regional languages.

Economic Documentation Initiative Support

The Voluntary Asaan Scheme is another step to strengthen the documented economy of Pakistan. The scheme is aimed at giving more certainty and convenience to traders and shopkeepers across the country with a fixed tax structure and an easier registration process.

Pakistan’s Voluntary Asaan Scheme aims at making taxation easier for the small retailers and traders through a simple fixed tax mechanism. Businesses with a turnover of up to PKR 200 million per annum can voluntarily enter the scheme and pay a flat 1 percent tax on sales.

Online portals, mobile apps and facilitation centres have been opened for registration. The initiative is projected to fortify economic documentation, boost tax compliance and provide a more facilitative business environment for shopkeepers and small enterprises across Pakistan.
