Pakistan And Saudi Arabia Agree To Boost Cooperation In Oil Refineries And Minerals

Pakistan Saudi Arabia oil refinery

Pakistan Saudi Arabia oil refinery cooperation has widened after a meeting in Islamabad between Petroleum Minister Ali Pervaiz Malik and Saudi Ambassador Dr Rajeh bin Tami Al-Baqami. Both sides agreed to deepen ties in oil storage, refinery modernisation, crude and LPG procurement and the minerals sector.

Pakistan Saudi Arabia Oil Refinery Cooperation Expands

Pakistan introduced a tax-neutral bonded storage policy that allows Saudi commercial oil reserves to be held without local tax burdens. The arrangement is meant to reduce maritime transit risks and gives Pakistan a growing role in regional energy logistics.

Plans were outlined for a major refining and storage complex in Hub, Balochistan, with technical support from Technip Energies UK, to serve regional markets. Saudi participation was also invited to modernise domestic refineries and move to Euro-5 fuel standards.

Talks with Saudi Aramco covered higher crude imports and winter LPG supplies. Together, the proposals point to a partnership that links storage, refining and supply in one long-term framework.

Minerals Forum and Easier Travel

Saudi officials were invited to the Pakistan Minerals Investment Forum, to be held in Islamabad on 12 and 13 November 2026. The invitation places Pakistan’s mining potential before one of the region’s largest investors.

The Saudi Embassy also introduced same-day visa processing for Pakistani nationals. Faster travel should help business delegations, skilled workers and families alike.

Regional Security and Investor Confidence

Investors weigh security alongside incentives, and Pakistan has stressed its determination to protect its peace. Recent reports cover the overnight strikes on militant positions in Kunar and Helmand, Attaullah Tarar’s response to any attempt to disturb Pakistan’s peace and security and the Field Marshal’s call for Pakistan’s experience to be reflected in the US war commission’s work.

Border questions remain on the agenda, with cross-border incidents and infiltration attempts putting fresh pressure on ties. Pakistan’s clarification for Afghan students on valid visas and registrations shows a measured, rules-based approach.

Policy Choices for a Lasting Energy Partnership

The central policy question concerns how bonded storage, refinery upgrades and mineral partnerships can deliver lasting benefits, and clear contract terms, transparent regulation and stable tax rules would help partners commit capital, while skills programmes in Hub could keep more value within the country.
