Pakistan has formally abandoned Net metering to Net Billing, which redefines the compensation process of rooftop solar consumers. The new Nepra (Prosumer) Regulations 2026 also mean that over and above electricity that is exported to the grid will now be bought at the national average energy purchase price of approximately Rs11 a unit, rather than being compensated one-to-one against the electricity used in the grid.

How Net Billing Works in Practice

In the past, surplus generation was able to offset the electricity bills of the solar users completely. Under Net Billing, consumers will be charged the standard tariffs of consumption of electricity, which in most instances is above Rs. 50 per unit. This terminates the one-to-one offset system and decreases the financial benefit of the households that export a large amount of power. Five-year contracts instead of seven years will also be introduced, and the prosumers will have to pay interconnection costs.

What It Means for Solar Savings

These authorities claim that the previous system added financial burdens to the distribution firms and transferred fixed grid costs to consumers who were not on solar. Intensive growth of rooftops, which is currently estimated to be 6,000 MW, decreased utility earnings and increased tariff stress.
