Former chief General Dwivedi pointed to perhaps one of the most radical changes in the terrain of the region; terrorism for instance tourism. This change has huge implication to the dynamics of the valley, implying effective counter terrorism operation against Pakistani militants. Terrorism is still a cross-border phenomenon and Pakistan is harboring terrorists who continue to cause unrest in Jammu and Kashmir despite the state normalizing and experiencing growth through tourism.
