Pakistan yuan bonds are set to become a regular feature of national borrowing, with Finance Minister Muhammad Aurangzeb confirming plans to return to China’s domestic capital market, and the government intends to become a repeat issuer of Panda bonds, building on the debut issuance completed earlier this year.
Pakistan Yuan Bonds Gain Momentum
In mid-May 2026, Pakistan raised 1.75 billion yuan through its inaugural Panda bond, forming part of a larger 7.2 billion yuan programme, and the issuance carried partial guarantees from the Asian Development Bank and the Asian Infrastructure Investment Bank, which strengthened its appeal to investors.
Japan Enters the Borrowing Picture
Alongside further Panda issuance, Islamabad is exploring yen-denominated samurai bonds in Japan, and the plans remain at an early stage and require further assessment and preparation before moving forward.
The move reflects a broader effort to look beyond a single market, and building relationships with a wider pool of Asian investors could give the country more flexibility in how and when it raises capital.
Diversified Funding Strategy for Pakistan
The strategy aims to diversify external funding sources and limit rapid growth in overall external debt, and reducing heavy reliance on traditional lenders such as the International Monetary Fund forms a central part of that thinking.
Raising money in yuan and yen can also help to diversify currency exposure and open up new avenues for financing long-term borrowing, such a strategy would lead to a more balanced debt profile and give policymakers more scope to manage borrowing costs in the years ahead.
