The Higher Education Commission of Pakistan alerted students and parents to check the Valid No-objection Certificate (NOC) to offer certain programmes before taking admission in any university.
Higher Education Commission also issued the list of universities that were issued NOCs in particular subjects. The list is about NOC of particular subjects including M.Phill, MS and PhD.

According to the decision, HEC ordered universities to obtain NOC before launching MS, M.Phill and PhD programmes from November 7, 2023.
The Higher Education Commission authority also said that the affiliated colleges or institutes are not allowed to offer the mentioned programmes.
MS & PhD programmes
The Higher Education Commission also issued a warning that it will not recognise or attest to the degrees awarded in violation of its guidelines.

According to the statement issued by HEC, “Parents and all prospective students are advised not to take admissions in PhD and Mphill, MS programmes offered by the universities awarding institutions or sub-compuses operating without prior NOC from the HEC as well as those offered and taught at any affiliated college”.
