Justice Mussarat Hilali is a top nudge Pakistani judge who was recently appointed as a Supreme Court judge, becoming the second woman in Pakistan’s history to reach this senior level position since the country’s independence.
She was born on August 8, 1961, in Peshawar, Pakistan. Justice Hilali got her law degree from Khyber Law College, Peshawar University. She began her legal career by working as an Advocate of District Courts, followed by becoming an Advocate of the High Court in 1988.

She became an Advocate of the Supreme Court of Pakistan in 2006, earning a lot of reputation and respect from all other fellow judges of Supreme Court.
Throughout her career, Justice Hilali has achieved several remarkable achievements as a female lawyer and judge in Pakistani Courts. She was the first woman elected as an office-bearer in the post of secretary at the bar from 1988 to 1989.
Justice Hilali also worked as the Vice President of the bar twice, from 1992 to 1994, and held the position of General Secretary from 1997 to 1998.
Furthermore, Justice Hilali became the first woman to be elected as an executive member of the Supreme Court Bar Association (SCBA) in two consecutive terms, from 2007 to 2008 and 2008 to 2009.
First female Additional Advocate General
She also made history by becoming the first ever women to work as Additional Advocate General of Khyber Pakhtunkhwa from November 2001 to March 2004. She later went on to become the first female Chairperson of the Khyber Pakhtunkhwa Environmental Protection Tribunal.
Another significant role she played was serving as the first female ombudsman for protection against the harassment of women in the workplace. Justice Mussarat Hilali is a true example of Pakistani strong women who can earn a lot of respect and higher ranks even being in male dominant society.
Justice Hilali’s journey on the judicial bench began on March 26, 2013, when she was appointed as an additional judge due to her brilliant performance throughout her career.
She was subsequently ranked as a permanent judge of the Peshawar High Court on March 13, 2014. She spent most of her career in Peshawar as it was her hometown and she earned her law degree from Peshawar.

With her recent appointment as a Supreme Court judge, Justice Mussarat Hilali will serve on the apex court for a period of three years until her retirement. Her elevation to this position marks a significant milestone for women’s representation in the judiciary of Pakistan.
