In 2026, low-income families continue to be heavily assisted by the ‘Apni Chhat Apna Ghar 2026’ (ACAG) initiative of Punjab that offers housing loans without charging interest. To expand affordable housing opportunities across Pakistan, the scheme offers prospective beneficiaries up to PKR 1.5 million to build their houses on their own land.

Original CNIC Remains the Most Important Requirement

Applicants are required to have a valid original CNIC. Generally, a married applicant will have to submit & show the CNIC of both husband and wife during verification. The documents are used for verification of applicants’ authenticity, family information and residency in Punjab.

Land Ownership Documents Are Mandatory

The second big mandate is land evidence. Applicants need to present a Fard/Registry or other kind of legal document that they can present as proof of legal ownership of residential land.

The programme is primarily aimed at the smaller family segment (with small plots of up to 10 Marlas). A proper chain of ownership aids government officials in monitoring and ensuring that restrictions are met, that the loan can only be used for house building.

Affidavit of Non-Encumbrance Must Be Verified

Applicants must also submit an Affidavit of Non-Encumbrance. It is also known as Qabza verification. It will show that the land is not encumbered, disputed or financially encumbered.

The affidavit is normally verified by the Tehsildar’s office in the area before it is submitted. Records may be incomplete or disputed with financial institutions and may not be included in the scheme.

Online Application Process for 2026

All Application processing is done electronically, online through the official Punjab government website. Applicants are also required to upload certain documents and, in certain cases, provide income certificates, bank statements or marriage certificates.

The overall scope of the concept of the ACAG programme in Pakistan can be better understood as a part of public welfare measures that are being implemented through the Pakistan government in a transparent manner, using technology and to benefit the financially weaker families.
