Pakistan is scaling up its programs to support Pakistan youth empowerment by equipping young people with skills for jobs in information technology, artificial intelligence and other modern fields. National Youth Employment Policy Opens Up Career Opportunities
A key element of the strategy is Pakistan’s first National Youth Employment Policy, launched by Prime Minister Shehbaz Sharif in August 2026. The policy aims at creating more employment and entrepreneurship opportunities while providing young people with better access to skills development and modern labour-market opportunities.
The policy provides for a 50 per cent quota for women in the labour force and a 10 per cent annual quota for start-ups. The measures aim to increase involvement in employment and entrepreneurship, while backing young people keen to set up businesses rather than simply seeking traditional jobs.
AI Training Is Becoming A National Skills Priority
Artificial intelligence has become a key element of Pakistan’s new digital-skills strategy. The Ministry of IT and Telecommunication has called AI a national priority and started training programs aiming to increase access to AI education for students, IT professionals and workers from other sectors.
The National AI Policy aims to train one million new and existing IT graduates in AI and allied technologies, and develop 10,000 trainers. The policy also establishes targets around AI research, curriculum development, public awareness and the development of technology-focused products and initiatives.

The government has said that 700,000 laptops have already been distributed among talented students, and a further 250,000 Chromebooks are planned for high-achieving students during 2026.
The directive came after an evaluation of IT graduates that revealed weaknesses in current skills levels. The government later urged reforms in areas including artificial intelligence, data science and robotics, as well as a third-party review of IT education and training programs at universities.
Skills Expansion Still Includes Women And Underserved Students
Youth empowerment programs are also being crafted to increase access for groups that have traditionally faced greater barriers to education and employment.
