Pakistan has approved a reduced security and transport allocation ahead of the Pakistan SCO Summit, formally known as the Shanghai Cooperation Organisation (SCO) Council of Heads of State Summit, to be held in Islamabad in September 2027. The ECC had approved the procurement of 30 bulletproof vehicles for foreign dignitaries and senior delegations for Rs6.6 billion on September 7, 2026.
The allocation is part of preparations to host a major international gathering in the Pakistani capital. The security arrangements are expected to ensure the safe movement of foreign leaders and to improve logistical preparedness for an event with high-ranking representatives of SCO member states and partner countries.
The funding was approved in the meeting of ECC chaired by Finance Minister Senator Muhammad Aurangzeb. The decision also reflects a more cautious attitude toward public expenditure, as the approved amount is far below the original request made by the Cabinet Division.
Ecc Reduces The Initial Vehicle And Security Request
The Cabinet Division had originally sought PKR 12.6 billion for more than 50 bullet-proof vehicles. Later, after deliberating over the proposal, ECC reduced the requirement to PKR 6.6 billion and approved financing of 30 armoured cars, bringing down the plan of expenditure to an assessed operational requirement.
The cut is aimed at fiscal discipline but preserves critical security arrangements. The Cabinet Division was also directed by the ECC to undertake a detailed needs analysis before seeking approval for procurement of more vehicles, so future expenditure is linked to clearly established operational needs.
